About the project

Located in Pinal County, Arizona, a 0.25 mile transmission line will connect the Eleven Mile Solar Center to the Pinal Central Substation. Through this 235 kV electrical line, electricity generated by solar energy will be transmitted onto the Arizona grid. An estimated 900,000 MWh of energy will be generated annually, or enough to power 63,800 Arizona homes each year. The Eleven Mile Solar Center will help meet the energy needs of the state by providing clean, flexible, solar-powered electricity

Eleven Mile Solar Center LLC received a Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) for the proposed transmission line (also referred to as a gen-tie line), which will be constructed within a new dedicated utility ROW. The project area is currently heavily developed with transmission lines, and portions of the 0.25-mile-long gen-tie line may consist of both underground and above ground segments.

In 2020, Eleven Mile Solar Center LLC, engaged AECOM Technical Services, Inc. (AECOM), an environmental consulting firm, to provide background environmental studies for the Eleven Mile Solar Center. In 2022, AECOM was also retained to prepare the CEC application for the gen-tie line, which includes baseline information on land use and visual, biological, cultural, and recreational resources in the area surrounding the CEC study area. Eleven Mile Solar Center LLC has been actively communicating with the public and agencies about the associated solar project for several years, and has secured the necessary zoning to construct and operate the facility.

Public Hearing Information


As part of the CEC process, the Arizona Corporation Commission will hold a Project hearing which will be open to the public. The hearing will be held at the Radisson Hotel Casa Grande, 777 N Pinal Ave., Casa Grande, AZ 85122. The hearing will begin on January 17, 2023, at 1:00 p.m. and will continue as necessary on January 18, 2023 through January 20, 2023 commencing at 9:00 a.m. each day through the completion of the hearing. Public comment will be taken in a special evening session on January 17, 2023, at 5:30 P.M.,  telephone, zoom or in person at the Radisson Hotel Casa Grande, 777 N Pinal Ave., Casa Grande, AZ 85122. If any revisions to the hearing schedule are required, they will be noticed here, and on the Arizona Corporation Commission (ACC or Commission) website
